The universal service fee, the surcharge for covering the deficits incurred by NTT East Corp. and NTT West Corp., will increase from ¥6.3 to ¥8.4 a month per telephone number next year, according to the announcement by the Telecommunications Carriers Association (TCA).
The TCA applied to the Minister of Internal Affairs and Communications for authorization of the fee on September 22.

The universal service fee, the surcharge for covering the deficits incurred by NTT East Corp. and NTT West Corp., has been reduced from ¥7.35 to ¥6.3 per telephone number this month.
This reduction results from the revised calculation method of how to cover the deficits.

For instance, if you have one cellphone subscribed you are charged ¥7.35 as well as basic rate and call/data communications rate.
This surcharge is for covering the deficits incurred by NTT East Corp. and NTT West Corp. to provide their mandatory universal fixed-line services that are unprofitable in rural areas.
